Demarest announces Marcelo Guaranys as new partner in Brasília
After 23 years in public administration, the former executive secretary of the Ministry of Economy and former president of ANAC, economist and lawyer Marcelo Guaranys joins the infrastructure, regulatory and corporate investigations team at Demarest Advogados.
Marcelo will work in the Brasília office, alongside partner Angela Cignachi Baeta Neves, to further strengthen the areas of public law, regulatory, infrastructure and corporate investigations (including Competition, Compliance and International Trade) at a time when the country is discussing how to make contracts safer and more economically and financially sustainable in order to boost investments and improve the concessions policy by increasing public-private partnerships.
Marcelo holds a degree in Economics from the University of Brasilia and a degree in Law from the University Center of Brasilia. He is a specialist in Economic and Business Law from FGV and a master’s degree in Public Law from the University of Brasilia.
He began his career in the public sector in 2000, working with regulation and competition. At the Secretariat for Economic Monitoring (SEAE) of the Ministry of Finance, he held the positions of general coordinator of Public Services and Infrastructure and general coordinator of Transportation and Logistics, working on the economic analysis of mergers and acquisitions and on regulatory reform processes in all sectors of infrastructure and public services from 2000 to 2007.
He was also Director of Economic Regulation (2007-2010) and CEO (2011-2016) of ANAC (National Civil Aviation Agency), where he worked on opening up the air transport sector, improving regulation and implementing the process of airport concessions in Brazil, as well as preparing the sector for major events (such as Rio +20 and the World Cup) and strengthening the agency institutionally.
Deputy Chief of Analysis and Monitoring of Government Policies (SAG) of the Civil House, linked to the Presidency of the Republic (2016-2018), Marcelo worked to coordinate the drafting of public policies (such as the new Regulatory Agencies Law), implementation of regulatory impact analysis, evaluation of spending and the country’s accession process to the OECD (Organization for Economic Cooperation and Development).
Most recently, he was executive secretary of the Ministry of Economy (2019-2022), served as deputy minister and coordinated the work of various secretariats in the development of economic reforms and public policies.
Head of delegation and delegate on several international missions, mainly to the International Civil Aviation Organization (ICAO) and the Organization for Economic Cooperation and Development (OECD), Marcelo also chaired the Latin American Civil Aviation Commission (CLAC) from 2013 to 2015.
