Licks Attorneys hires Anicet Okinga as consultant

Licks Attorneys has brought on Anicet Okinga as Senior Consultant in Pharmaceutical Patents, strengthening the firm’s capacity to handle high-complexity matters involving pharmaceutical innovation, regulation, and patent protection. Okinga holds a multidisciplinary background spanning dentistry, pharmacy, and research in clinical and experimental physiopathology, with scientific expertise in pharmacology, neuroscience, inflammation, metabolism, and bioactive compounds.

From 2017 to 2026, Okinga served as a patent examiner in the Pharmaceuticals Division of Brazil’s National Institute of Industrial Property (INPI), where he conducted technical examinations of applications related to pharmaceutical compounds, formulations, drug delivery systems, and medical uses. His experience at the regulatory body brings to the firm a strategic and in-depth understanding of patent examination procedures and criteria, enhancing the advisory services provided to innovation-driven clients.

His academic training includes the Cycle Long “Brevets d’invention” programme at the Université de Strasbourg (UNISTRA), as well as courses offered by the World Intellectual Property Organization (WIPO), the European Patent Office (EPO), and the European Patent Academy, covering patent drafting, examination procedures, unity of invention, and European patent law.

Beyond his technical and academic work, Okinga served as Honorary Councillor of the State Council for the Rights of Black People and Racial Equality Promotion of Rio de Janeiro (CEDINE-RJ) and collaborated with the Racial Equality Commission of OAB/RJ. Between 2021 and 2023, he presided over the Careers and Positions Commission at INPI and obtained the LideraGov 4.0 certification, focused on public leadership and innovation.
