MJ Alves Burle e Viana announces the arrival of three new partners
MJ Alves Burle e Viana Advogados has announced its expansion with the hiring of three new partners: Luísa Lacerda, Marcelo Barros da Cunha, and Rafael Barreto (pictured from left to right).
Luísa Lacerda has extensive experience as an advisor in higher courts. At the Federal Supreme Court (STF), she was a special advisor to the Presidency, also serving on the Executive Committee for Data Protection, the Working Group on LGPD Compliance, and the Working Group on Constitutional Complaints.
At Brazil’s Superior Electoral Court (Tribunal Superior Eleitoral – TSE), she supported a minister in the analysis of a wide range of electoral cases, in addition to working in administrative management and institutional support to the Presidency. She was a member of the Personal Data Protection Management Committee.
The lawyer also served as an advisor to the Rio de Janeiro Court of Justice (Tribunal de Justiça do rio de Janeiro – TJRJ) and the Rio State Public Prosecutor’s Office.
She is a professor of Constitutional Law at IDP, in Brasília, and a guest professor at the Superior Labor Court (Tribunal Superior do Trabalho – TST), teaching courses aimed at training civil servants. She holds a master’s degree in Public Law from the State University of Rio de Janeiro and is a specialist in Digital Law and Data Protection from IDP.
Marcelo Barros da Cunha – throughout his 20-year career at the Federal Court of Accounts (TCU), Marcelo Barros da Cunha served as an advisor to the Presidency and held various positions involving regulatory issues, investments, privatization, Public-Private Partnerships (PPPs), and infrastructure in areas such as transportation, energy, and telecommunications.
His career includes participation in the Investment Promotion Program (PPI) of the Presidency of the Republic, as Secretary of Transportation Coordination. He also led strategic audit departments at the Federal Court of Accounts (TCU), covering areas such as Telecommunications, Energy, Civil Aviation, and Privatizations.
With a master’s degree in Law from Harvard University and in Law, State, and Constitution from the University of Brasília (UnB), Marcelo has extensive technical knowledge in the areas of constitutional, administrative, and regulatory law. His academic research has addressed topics such as infrastructure regulation, decision-making processes in the public sector, and negotiations with the private sector in Public-Private Partnerships (PPPs). He is currently pursuing a doctorate in Constitutional Law at IDP, developing his thesis on the legal frameworks for evaluating the performance of development banks.
Rafael Barreto – has over 10 years of experience in Public Law, in both advisory and litigation areas. He specializes in institutional and government relations, with solid practice in regulation, external control, bidding, administrative contracts, and relations with the Executive, Legislative, Courts of Auditors, and Superior Courts.
He served as an institutional and government relations specialist at a major pharmaceutical industry association, working on issues such as access to medicines, health and economic regulation, innovation, intellectual property, compliance, and ESG.
He was a senior legal analyst at the National Water and Basic Sanitation Agency (Agência Nacional de Águas e Saneamento Básico – ANA), providing legal and legislative advice to the board with a focus on compliance and institutional coordination; negotiations with the Public Prosecutor’s Office and Courts of Auditors; legislative monitoring and dialogue with Congress; and coordination of the Forum of Regulatory Agency Directors.
He was also a legal advisor to the Pan American Health Organization (PAHO/WHO), deputy head of legal counsel for the Federal District Health Secretariat, parliamentary advisor in the Federal Senate, and senior lawyer in Public and Regulatory Law at a law firm.
He is a specialist in Health Law from the Oswaldo Cruz Foundation and has a degree in Corporate Government Relations Leadership from Georgetown University.
