Serur appoints Bandeira de Mello to board of directors

Serur has elected partner Luiz Fernando Bandeira de Mello to its Board of Directors, the firm’s highest governing body. He joins the board alongside Eduardo Serur, Aristóteles Camara, Ian Mac Dowell and Tenylle Queiroga.

Bandeira joined Serur in 2002 but took a leave of absence from the firm between 2015 and 2025 to devote himself exclusively to public service. A career legislative consultant at Brazil’s Federal Senate since 2004, he went on to serve as Secretary-General of the Senate’s Executive Board, a position he held for seven years, following earlier roles as Director-General, General Counsel and Chief of Staff to the Senate Presidency.

From 2021 to 2025, Bandeira served two terms as a member of Brazil’s National Council of Justice (CNJ), where he was National Justice Ombudsman and served as rapporteur for the resolution establishing rules governing the use of artificial intelligence in the Brazilian Judiciary. He previously served two terms on Brazil’s National Council of the Public Prosecution Service (CNMP).

After returning to private practice, Bandeira rejoined Serur as a partner and currently heads the firm’s Brasília office, from where he advises clients across the country.

Few Brazilian lawyers have such an in-depth understanding of the inner workings of the Brazilian state as Bandeira, said Eduardo Serur, CEO of the firm. His many years in different public positions, at pivotal moments in the country’s history, gave him a perspective on the justice system and public institutions that very few professionals have had the opportunity to develop, he added.

Bandeira holds a PhD in Law from the University of Salamanca, Spain, and a master’s degree in Law from the Federal University of Pernambuco. He has served on expert commissions tasked with drafting reforms to Brazil’s Electoral Code and legislation governing crimes of responsibility, and also contributed to the drafting of Brazil’s new Code of Civil Procedure.
