Serur names new leaders in Brasília and Recife

Serur has announced two new leadership appointments aimed at strengthening its capabilities in regulatory affairs, Superior Courts litigation, and strategic civil disputes, with new hires based in Brasília and Recife.

Marcos Rogério de Souza joins as Strategic Director of Regulatory Affairs and Superior Courts, based in Brasília, effective June 18. He brings more than two decades of legal experience at the intersection of law, regulation, and strategic government decision-making. He holds a law degree and a master’s degree in Law from UNESP, is a specialist in Constitutional Law, and is currently pursuing a doctorate in Constitutional Law at IDP. Throughout his career, he has accumulated experience across the three branches of government, working on strategic litigation, regulatory matters, and institutional relations before the Federal Supreme Court (STF), the Superior Court of Justice (STJ), the Federal Court of Accounts (TCU), and oversight agencies. Most recently, he served as Special Secretary for Legal Affairs at the Office of the Chief of Staff of the Presidency of the Republic (2023–2025), where he provided legal counsel to the President of Brazil and senior federal officials on matters with economic and regulatory impact.

Samuel Patu joins as Coordinator of Strategic Civil Litigation in Recife, bringing nearly 20 years of experience at the Pernambuco State Court of Justice, where he held legal advisory positions at the appellate level with a focus on civil litigation and additional experience in criminal law. He developed expertise in drafting judicial decisions and conducting strategic analysis of highly complex disputes, with in-depth knowledge of courts’ decision-making dynamics. He holds a postgraduate degree in Criminal Law and Criminal Procedure from the Federal University of Pernambuco (UFPE) and a law degree from Faculdades Integradas Barros Melo.

Both appointments are part of Serur’s broader institutional strategy of consolidating its nationwide practice in response to the regulatory, economic, and legal transformations affecting companies operating in Brazil. The firm, which has been active for 30 years, maintains offices in São Paulo, Recife, and Brasília, serves more than 600 clients, and operates across sectors including financial services, retail, agribusiness, energy, and technology.
