SFCS advises consortium in Recife housing PPP

SFCS Advogados advised Consórcio Habitação Social Recife, formed by CPM Construtora and Sanco Engenharia, throughout all stages of its participation in the auction for the PPP Morar no Centro project, promoted by the Municipality of Recife and held at B3, in São Paulo. The consortium was declared the winning bidder in the tender, which represents a landmark for the urban infrastructure and social housing sector in Brazil.

Structured as Brazil’s first public-private partnership focused on social rental housing, the project foresees investments exceeding BRL 500 million and the development of 1,128 housing units distributed across six developments located in downtown Recife. With a 25-year contractual term, the initiative includes retrofit works, urban regeneration measures, and solutions aimed at expanding access to housing in the central area of the capital of Pernambuco.

Beyond the implementation and operation of the developments, the project includes the execution of a Technical Social Work and Community Development Plan directed at social tenants. The plan encompasses professional training, family budget management, community engagement, access to public policies, psychosocial assistance, and cultural, sports, and collective activities, with particular attention given to the elderly and children.

SFCS Advogados relied on partner Rafael Lemos, with the participation of attorney Gabriel Tavares de Melo, focusing on the legal structuring of the consortium’s participation in the bidding procedure and on mitigating risks associated with the PPP’s contractual and financial framework.
