Tax law specialists announces the foundation of Loria Advogados

Daniel Loria and Matheus Rocca, former director and former advisor of the Extraordinary Secretariat for Tax Reform (Sert) of the Ministry of Finance, have joined forces with Letícia Pelisson and Thiago Spressão, who are departing from BMA Advogados to launch a new firm in the market, offering strategic and integrated tax legal services.

Daniel Loria returns to the private sector after his two-year tenure at Sert, bringing his public-sector experience to a legal career built over 18 years at BMA and Stocche Forbes Advogados, two of the most prominent law firms in Brazil. Before joining the government.

Daniel’s resignation from Sert had been planned since the beginning of his term in early 2023, which was set for two years. Before leaving office, Daniel consulted the Federal Government’s Public Ethics Commission, which explicitly authorized the opening of the firm, in compliance with restrictions on acting before the Ministry of Finance during a six-month quarantine period.

Matheus Rocca leaves his position as an advisor at Sert to become a partner at Loria Advogados. With experience at BMA and Mariz de Oliveira law firms, he has built expertise in tax consulting and federal administrative litigation.

Letícia Pelisson specializes in administrative and judicial tax litigation, becoming a partner at Loria Advogados after a 19-year career at BMA with an outstanding international career.

The law firm is further strengthened by Thiago Spressão, who specializes in indirect taxes (PIS, COFINS, ICMS, and ISS), with experience in administrative and judicial litigation as well as tax consulting.

The firm will also assist companies and individuals in adapting to new tax rules introduced in Brazil, such as the OECD’s Pillar Two global minimum tax and the taxation of profits from offshore companies owned by individuals. In litigation, the firm will represent clients before administrative and judicial courts at the federal, state, and municipal levels.

Since its launch, Loria Advogados has included two associate lawyers, Fernanda Klarge and George Djehdian, both specialized in Tax Law, with experience at some of Brazil’s most prestigious firms, including BMA and Mattos Filho.
