VMCA announces new regulation, policy and advocacy partner

VMCA Advogados announced the hiring of a new partner for the regulatory, policy and advocacy areas: Silas Cardoso de Souza (pictured). The lawyer, who will also work in constant partnership with the firm’s technology and digital markets area, started his activities at the firm this August.

With almost 15 years of experience, Silas has extensive experience in the public sector, having held several positions, such as special advisor to the Presidency of the Republic on regulatory and political issues, advisor to the Ministry of Justice, and public policy and government management analyst at the Human Rights Secretariat of the City of São Paulo. His experience also includes working as a public policy manager at Uber, a position he held for almost five years – during this period, he was also vice president of the Brazilian Mobility and Technology Association (Amobitec), which brings together the largest technology and mobility companies operating in the country.

In his time in the public sector, he was responsible for developing strategies for articulation with civil society and trade union movements, monitoring strategic issues in Congress, and participating in the regulatory development process. He also had a direct role in the elaboration of the Regulatory Framework for Civil Society Organizations (MROSC). In the private sector, as public policy manager at Uber, he was responsible for the company’s relationship with the legislative and executive branches and was responsible for coordinating the company’s regulatory and government relations strategy at the federal level.

With a bachelor’s and master’s degree from the University of São Paulo (USP), Silas holds a master’s degree in public administration from Harvard Kennedy School (USA), having also served as a teaching assistant at the Public Interest Tech Lab at Harvard University.
