Oliveira Estefam Becker & Capalbo is the new boutique in São Paulo

Four former Cascione lawyers — Clarissa Oliveira, Felipe Estefam, Camila Maus Becker, and Bianca Capalbo — have launched Oliveira Estefam Becker & Capalbo, a boutique firm in São Paulo specializing in Corporate Governance, Compliance and Investigations, Crisis Management and Corporate Criminal Law, and Public Law and Regulation. The firm’s physical headquarters is set to open in June, with a team comprising three female partners, one male partner, two associates, one intern, and an administrative staff.

The firm combines over 20 years of collective experience in complex national and international matters, representing individuals, companies, and multinationals, with particular expertise in infrastructure advisory, concessions, public contracts, and dispute resolution involving the State.

Clarissa Oliveira holds a specialization in Criminology, Criminal Law, and Public Security from the University of Coimbra and a postgraduate degree in Economic Criminal Law from Fundação Getúlio Vargas. She is a member of the Women’s White Collar Defense Association and participates in the Compliance Subcommittee of the IBA’s Anti-Corruption Committee. Her practice focuses on Corporate Criminal Law, Internal Investigations, and Compliance. The firm’s services are dedicated to the strategic management of crises — whether imminent or preventive — operating within an integrated network of international partners and incorporating AI-based defense models to deliver specialized responses in complex, high-risk scenarios.

Felipe Estefam holds a PhD and Master’s degree in Administrative Law and brings over 20 years of experience in advisory and litigation in Public Law and regulatory matters. He serves concessionaires, construction companies, multinationals, investment funds, and companies in the ports, railways, airports, sanitation, and energy sectors. He handles bidding processes, public procurement, and sanctioning proceedings before Courts of Audit (TCU, TCEs, and TCMs), as well as negotiations, mediations, and arbitrations. He is a listed arbitrator at ACSP, CAMES, and CAMASSC, a professor at COGEAE-PUC/SP and IDP, a member of IDASAN, and a former member of FIESP’s Legal Board. He sees significant opportunities in the current political and economic cycle, driven by ongoing regulatory reforms in energy and infrastructure and fiscal adjustments that increase demand for Public Law and Regulation advisory services.

Camila Maus Becker is a criminal defense attorney with 13 years of exclusive experience in Criminal and Criminal Procedural Law, focusing on Economic and Tax Criminal Law, Electoral, Environmental, Consumer, Executive, and Corporate Law. She holds a law degree from Universidade Luterana do Brasil and a Specialization and Master’s degree in Criminal Sciences from PUCRS. She has taught Criminal Law and Criminal Procedure at the university level and has been recognized by Revista Análise Editorial as one of the most admired lawyers in Rio Grande do Sul in 2022, 2023, and 2024. On becoming a partner, she noted that something she had projected for a distant future came to fruition in far less time, expressing readiness for the challenge of leading her own firm.

Bianca Capalbo specializes in Corporate Criminal Law, Compliance, and Corporate Investigations, advising companies across technology, telecommunications, and chambers of commerce on internal investigations, regulatory and criminal crisis management, and compliance program structuring. She also handles criminal defense before the Superior Courts, including the Federal Supreme Court. She holds a postgraduate degree in Economic Criminal Law from Fundação Getúlio Vargas, a specialization in Criminal Law and Criminology from ICPC, and a specialization in Public International Law from the University of The Hague. She is a member of the New Lawyers Commission of IASP (CNA). She described the decision to join as a partner as straightforward, grounded in her existing knowledge of her colleagues and confidence in what they could build together.
