DTA announces new partner and creates a new department

Deborah Toni Advocacia (DTA) has announced the arrival of Karina Marra Leal (pictured) as a new partner. The move marks the creation of a unit dedicated exclusively to the area of public tenders and administrative contracts, strengthening DTA’s proposal to offer increasingly complete and integrated legal advice to the public and private sectors.

Headquartered in Brasília and operating nationwide, the firm is already a reference in consulting and litigation in Administrative and Constitutional Law, especially in the institutional defense of high-impact cases. The new area consolidates a natural expansion movement, driven by the growing demand for sophisticated legal solutions when dealing with public authorities.

The new partner, Karina Marra Leal, is a specialist in tenders and contracts, with over 22 years’ experience in structuring government purchases and complex public contracts. Having held strategic positions in the federal government and the S System, she combines in-depth technical knowledge with the ability to implement applicable and efficient legal solutions.

Karina already worked with a hybrid profile, advising both public bodies and companies interested in contracting with the state. Her career includes remarkable experiences as Purchasing and Contracts Manager at Telebrás and current Manager of the Purchasing and Contracts Unit at Sebrae Nacional, where she is recognized for promoting innovation and good practices in public procurement.

With this new phase, DTA is expanding its presence in regions such as the North, Northeast and interior of the country, where demand for specialized legal services in the field of public procurement is growing. The firm is now able to provide even more in-depth services to public managers, private companies, System S entities and civil society organizations.
