Madruga BTW announces the promotion of Guilherme Serra (pictured left)and Raíssa Roese da Rosa (pictured right) to partners.
Guilherme is a partner at Madruga BTW in Brasília. With an outstanding practice in Public Law, he was a member of the Federal Prosecutor’s Office at the Federal Attorney General’s Office for 8 years and currently holds the position of Public Prosecutor for the State of Goiás.
He provides legal advice to investors interested in taking part in tenders and exploring regulated activities through PPPs (public-private partnerships), concessions, permits or authorizations in the Sanitation, Urban Mobility, Housing, Public Lighting, Road Transport, Social Infrastructure (Education and Health), Irrigation, Parks and Forests, Railways, Ports and Airports sectors.
He holds the International Certification Infraestructure Business Cases – Foundation Level, issued by APMG International, which is based on the foundations of the British Government’s Five Dimensions Model. He also works in the area of Administrative Law, especially in litigation and consultancy related to Public-Private Business, Tenders and Public Calls, including advising Third Sector entities.
Raíssa is a partner practicing in the area of Administrative Sanctions Law, especially in matters related to the Anti-Corruption Law, the Administrative Improbity Law and the Bidding and Contracts Law.
She works in the area of Administrative Sanctions Law, especially on issues related to the Anti-Corruption Law, the Administrative Improbity Law and the Bidding and Contracts Law.
She is part of the team that defends individuals, companies and foreign governments before the Judiciary, the Public Prosecutor’s Office, federal and state executive bodies, as well as the Federal and State Audit Courts. She also represents clients before the Supreme Courts, especially the Superior Court of Justice.
She is a member of the team working to bring legal entities into line with the General Data Protection Law by implementing data protection programs. Her practice also includes civil litigation, such as actions for the early production of evidence, compensation, damages, executions and enforcement of sentences.
Postgraduate in Procedural Law before the Courts from UniCEUB (Centro de Ensino Unificado de Brasília); Postgraduate in Digital Law and Data Protection from the Instituto Brasiliense de Direito Público (IDP).
