McConnell Valdés adds former director of the Energy and Mineral Resources Subcommittee, U.S. House of Representatives

Puerto Rico law firm McConnell Valdés announced that Bill Cooper has joined the firm´s office in DC. 

Cooper has over thirty years of legal and business experience in the energy and environmental sectors. For the past two years, he was the staff director for the Energy and Mineral Resources Subcommittee of the U.S. House of Representatives Committee on Natural Resources – the Congressional committee with jurisdiction over Puerto Rico affairs. During his tenure as staff director, Cooper was also senior policy advisor to the committee on the National Environmental Policy Act (NEPA) and was involved in the passage of the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA).

From 2007 to 2015, Cooper was the executive director, and later president, of the Center for Liquefied Natural Gas (CLNG), a trade association of the natural gas industry. As president, he led the association’s issue advocacy initiative with the U.S. Congress, the White House, and federal agencies on oil and gas matters. Prior to that role, he was a partner at Hunton & Williams.

Cooper holds an A.B. in Economics from Wabash College and a J.D. from the University of Tennessee College of Law. He is admitted to practice law in the State of Tennessee and the District of Columbia.

At McConnell Valdés,  Cooper is senior policy Counsel in the corporate practice group and as member of the government affairs practice team. Additionally, he has been named director of the firm’s Washington, DC office.
