Pinheiro Neto Advogados announces new counsel

Pinheiro Neto Advogados announced that Gustavo Carneiro de Albuquerque (pictured) has joined at firm as counsel.

Gustavo is pursuing a PhD degree in Economics from FGV; he holds a Master’s degree in Economics from IDP, an MBA degree in Infrastructure Regulation Control, an LL.B. degree from Mackenzie University, and a specialization degree (certificate) in Civil Procedure from FADISP. He teaches undergraduate and postgraduate courses in aviation law, infrastructure concessions, regulation and arbitration.

Gustavo brings extensive experience from the public sector, having served as a federal prosecutor for nearly two decades. He acted as attorney general of Brazilian civil aviation regulator Anac from 2016 to 2023. Further, he coordinated the Forum of Attorneys General of Regulatory Agencies, having also served as a member of the National Arbitration Team of the Federal Attorney General’s Office.

Over the past two decades, Gustavo has garnered significant experience in infrastructure concessions, regulation, public procurement, and government contracts. His proficiency extends to enhancing effective dispute prevention and resolution mechanisms in court and arbitration proceedings, as well as before the Federal Court of Accounts (TCU). More recently, he has contributed to fostering a consensus-driven culture in major infrastructure matters.
